Who We Are
Welcome to Plum Point Associates. Our mission is to provide small businesses and not-for-profit agencies with emergency management support, education, and training. We also audit, review, and create fire department policies and procedures.
According to the Federal Emergency Management Agency, approximately 70% of small businesses do not have a plan in place to deal with emergencies that can jeopardize their very survival. These emergencies include everyday events such as fires, street flooding, loss of suppliers, and IT system failures. Our objective is to provide the services needed to build resilience into your business plan so you can return to full operations as soon as possible.
"Small businesses that don't have a plan in place generally don't survive after a disaster, whether it's a flood or a tornado. We see that anywhere from 40-60 percent of those are hit like that simply don't come back to business," said David Paulison, former executive director of the Federal Emergency Management Agency (FEMA) in a phone conference with National Underwriters Online.
For our colleagues in the fire service, the rapidly changing environment can be overwhelming for many fire departments, particularly those that rely on volunteers to do the bulk of work. Updating departmental operating procedures and keeping current with laws and regulations that govern our work can take many hours. Hours that many folks just do not have the time to give. We can help relieve that burden for fire chiefs and commissioners.

Michael J. Vatter is the owner and president of Plum Point Associates, LLC, a consulting firm specializing in small business emergency planning, emergency services, and code compliance. Mike recently worked for Lexipol, LLC, developing and updating emergency services policies and procedures. He also authored articles and blog posts on fire and emergency services topics. Previously, Mike served as Fire Chief of the City of Newburgh, New York, where he was responsible for planning, coordinating, and directing all firefighting, fire prevention, and code compliance operations. A 2003 graduate of Pace University School of Law, Mike practiced municipal and land use law in the private sector with the law firms of Wilson, Elser, Moskowitz, Edelman, and Dicker, LLP and Drake, Loeb, Heller, Kennedy, Gogerty, Gaba, and Rodd, LLP. A 1998 National Fire Academy Executive Fire Officer Program graduate, Mike was the first Chair of the City's Distressed Property Task Force and the Newburgh Community Land Bank. Mike was integral in creating what was to become one of the first five land banks authorized in New York State. Mike has solid collaborative skills working with NGOs, bringing in nearly $5 million in grant money to fund both the fire department and the Newburgh Community Land Bank.
